The Dalai Lama said on Tuesday he would resign as Tibetan leader if the situation veers out of control in Tibet and denied accusations from China that he was inciting riots.

With the Chinese govt having the entire control of Tibet, peaceful demonstrations should not be much of a problem. The communist government in China can deal with the demonstrators in any way since it is the internal matter of the country.
Dalai Lama is an Icon; a universally accepted messiah of peace. Resigning from the leadership of the Tibetan govt in exile will not help much. It would only compound to the marred feelings of residents of Tibet.
